First, complete the "Where Winds Return to Celestial Realms" quest. This exploration quest, located in the Shores of Last Breath, is combat-focused and may require some time to finish. Completing this quest unlocks the boss arena.
Second, locate all Dream Patrols in the Shores of Last Breath. Completion isn't necessary; simply discovering them on your map suffices. Upon locating all patrols, a message confirms Nightmare Tempest Mephis' appearance, and the boss becomes accessible at the location shown in the image above.
Should You Use Nightmare Tempest Mephis?
The optimal choice depends on your Echo stats and desired character build. Nightmare Tempest Mephis inherently grants a bonus to Electro DMG when equipped in the primary Echo slot, appearing in either Void Thunder or Empyrean Anthem Sonata sets.
