Available in Epic and Legendary rarities, the Rail Gun isn't sold by NPCs. Your best bet is to search chests and floor loot. The abundance of loot locations in Chapter 6 Season 1, including loot caves and hidden vaults, increases your chances.
Essentially, obtaining a Rail Gun is a matter of luck with chest drops. However, the sheer number of chests available makes finding one a reasonable expectation.
