How to Get the Mistral Lift
The Mistral Lift is available only during The Dawning. You can acquire it from Eva Levante by trading one Gift in Return and 25 Dawning Spirits. Eva also sells Festive Engrams (one Gift in Return and 10 Dawning Spirits), but these offer a chance, not a guarantee, of receiving the Mistral Lift.
Gifts in Return are earned by baking Dawning treats (like the Neomun-Cake) and gifting them to NPCs. Dawning Spirits, the event's currency, are obtained by completing Dawning quests and bounties from Eva daily.
Once you've gathered enough Gifts and Spirits, visit Eva to purchase the Mistral Lift directly or a Festive Engram. Repeat this process until you get your desired roll.
Mistral Lift God Roll
While Linear Fusion Rifles haven't been top-tier in Destiny 2's meta recently, the Mistral Lift excels in PvE, especially for solo players. Here's a recommended god roll:

Withering Gaze and Bait and Switch are key. Withering Gaze debuffs enemies, and Bait and Switch provides a 30% damage boost (after aiming down sights for a second). For group play, Envious Assassin could replace Withering Gaze. Fluted Barrel, Enhanced Battery, and Handling masterwork enhance stability and ammo.
