The dress isn't for sale. Instead, locate the dragon icon on your map.
This leads you to a friendly dragon. Feed it the collected Dews of Inspiration.
As a reward, you receive the "Paper Crane's Flight" dress. Craft and equip it immediately. Crafting requires easily obtainable materials.
Return to the sculptor (available 5:00 AM to 9:00 PM). If you miss the time window, wait or complete other quests. Upon completing the mission, you'll receive your reward.
Continue feeding the dragon to collect the full set. Gathering more Dews of Inspiration is straightforward.
