Stage 3 of the Wanted: Midas Quests requires you to open an Outlaw Chest, which you can only access after your Outlaw Keycard reaches Rare rarity. To find the "Sensor Backpack," head to the area south of Crime City, behind the wolf statue. This spot is also known as the Secret Wolf Pack meeting point, so some players might already know the way.
