"One thing I always think about is, we've had the same situation where iconic civilizations haven't been in our base game before," he explained. He cited examples like Mongolia and Persia from previous games, emphasizing the necessity of leaving some popular choices out to make room for fresh content. "So we always have to leave somebody out. There're just too many popular choices and we always want to have a few fresh ones that sound really new and exciting to people," he added, giving hope to Gandhi fans for his eventual return.

Issues like user interface problems, a lack of map variety, and missing key features have been points of contention among the community. In response, Take-Two CEO Strauss Zelnick acknowledged these criticisms but remained optimistic about the game's future, citing the loyalty of the "legacy Civ audience" and describing the game's early performance as "very encouraging."
